Inside ICCO’s Malamma–Rigan Gabas Road Project, Kano State, Nigeria
Major road contract will combine extensive earthworks, pavement construction, drainage systems, bridge works and robust traffic and safety controls across 101 km in Warafa Federal Constituency.
Kano State, Nigeria — The newly awarded construction of the 101-kilometre Malamma–Rigan Gabas Road in Warafa Federal Constituency represents one of International Consolidated Contractors Ltd.'s (ICCO) major road infrastructure projects in Nigeria.
The contract was approved by the Ministerial Tenders' Board of Nigeria's Federal Ministry of Works and Housing and awarded to ICCO at a value of approximately ₦23.01 billion, inclusive of VAT. The project will be implemented over a period of 36 months.
In its award communication, the Federal Ministry emphasised that the contract is expected to be executed in strict compliance with the project specifications and that all contractual commitments and obligations must be performed “to the highest standard.”
The project’s engineering scope extends far beyond laying a road surface. It encompasses major earthworks, pavement construction, drainage networks, erosion protection, bridge structures, pedestrian facilities, traffic management and road-safety infrastructure.
Building the Road from the Ground Up
The project will involve extensive clearing, excavation, filling and ground preparation along the 101-kilometre corridor. Planned quantities include more than 1.5 million cubic metres of excavation and approximately 117,000 cubic metres of backfilling and hand-laid rock fill.
These works will establish a stable formation capable of supporting the pavement structure and accommodating the varying ground conditions encountered along the route.

Each pavement layer will be placed, graded and compacted in accordance with the project specifications to achieve the required strength, stability and long-term performance.
Traffic Management During Construction
Maintaining safe and orderly movement along the project corridor will be an important consideration throughout construction.
ICCO will develop and implement traffic-management arrangements appropriate to each phase of the works. These measures will be coordinated with the relevant authorities and will be designed to minimise disruption to motorists, pedestrians, local businesses and surrounding communities.

Community Commitment: Particular attention will be given to maintaining access to homes, farms, markets, schools, healthcare facilities and other essential destinations along the corridor.
Once the road is completed, approximately 102.5 kilometres of traffic markings and road studs, together with road signs, delineators, kilometre markers and approximately 1,500 metres of guardrails, will contribute to safer and more efficient travel.
Health, Safety and Environmental Responsibility
Health, safety and environmental protection will remain central to ICCO’s approach throughout the project.
Before commencing each major activity, project teams will identify the associated risks and establish the necessary controls. Workers will receive appropriate induction, task-specific training and personal protective equipment, while equipment and work areas will be subject to routine safety inspections.

ICCO will also engage with affected communities to communicate upcoming works, address safety concerns and reduce the impact of construction activities on daily life.
Environmental measures incorporated into the project scope include erosion protection, grassing and the planting of 720 local trees. These activities will complement the civil works and help stabilise designated areas along the road corridor.
Managing Water and Protecting the Road
Drainage and erosion control are essential to protecting the road and neighbouring communities from uncontrolled surface-water flows.
The planned works include more than 2,175 linear metres of concrete pipe culverts, approximately 1,530 linear metres of stone-masonry open drains and around 3,110 metres of reinforced-concrete covers for drainage channels in urban areas.
Stone pitching, masonry walls, riprap and gabion structures will provide additional protection in locations susceptible to erosion. These measures will help manage stormwater, protect embankments and reduce the risk of damage to the road formation.
Bridge and Structural Works
The project also incorporates bridge and reinforced-concrete structures requiring specialised engineering and construction expertise.
The scope includes cast-in-situ concrete, steel reinforcement, elastomeric bearings, concrete railings, expansion joints and deck-drainage systems. These elements will be executed under rigorous quality-control procedures to support structural integrity, durability and safe operation.

ICCO will apply structured quality-assurance and quality-control procedures across every stage of implementation. Materials testing, surveying, inspection and verification will be undertaken to confirm that the works comply with the approved drawings, technical specifications and contractual requirements.
